The European Chemicals Agency (CH) has announced that it has until 15 December 2013 to accept comments from interested parties on a “restriction proposal” for decabromodiphenyl ether (ECABIE). The goal of the BYD review is to gather information and evidence on the feasibility of replacing lecane, which is used primarily in plastics, polymer materials, composites, francium fabrics, and other substances.
DECABDE is a highly effective flame retardant used to prevent items from being ignited. The substance is estimated to reduce fire fatality rates by 20 percent. Initially, the substance was mainly used in plastics and textiles. Among plastics, ENABLE is mainly used in electrical and electronic equipment, transportation and aviation industry and building materials. Interested parties may submit comments through the online questionnaire no later than December 15, 2013. The restriction proposal is expected on August 1, 2014.
The use of DECABDEL has not raised health and environmental concerns for a long time. Despite 10 years of scientific research, an environmental and human health risk assessment in 2004 concluded that there are no significant risks associated with ecard applications. However, there are scientific studies showing that LECABDE may harm the environment. DECABDEP can enter the environment through different channels, such as emissions from the production of products containing eaBE and emissions from the products themselves.
The UK Department for the Environment (DEFRA) and the European Environment Agency have issued a report stating that LECABIE is a persistent, bioaccumulative and toxic (PFT) substance and a highly persistent, bioaccumulative (PPPB) substance. Then in December 2012, ECABDE was included in the list of candidate substances in the RACH regulation.
ECHA recommends that LECABDE be included in the EU List of Authorized Substances (R with ACH Act Appendix IV). During the recommendation process, Norway had proposed that ECABDE be included in the Stockholm Agreement on Persistent Organic Pollutants. The European Commission has decided to align the disposal of ECABDEE in EU law with the requirements of the Agreement. Because of this, the European Commission asked ECHA not to list ECABDE' in the RAC Annex XIV green list, but to prepare a "restriction proposal" for R with ACH Annex XV.
The proposal aims to limit ECABDE? and manufacture, use and sale of products containing the substance. ECH says about ECABDE! There is insufficient information on the feasibility of the restriction; it would be interesting to know what challenges the industry may face and how long it will take to address the challenge if the use of ecall with alternative substances is mandated.
