The European Chemicals Agency (ECH) has announced that it has until 15 December 2013 to accept comments from interested parties on a "restriction proposal" for decabromodiphenyl ether (Decabe). The goal of this review is to gather information and evidence on the feasibility of an alternative to ECABDE. ECABDE is mainly used in plastics, polymers, composites, textiles and other substances.
ECABDE+ is a highly efficient flame retardant to prevent items from being ignited. It is estimated that this substance can reduce fire fatality rates by 20%. Among plastics, ECABDE is mainly used in electrical and electronic equipment, transportation and aviation industry and building materials. The use of ecabd has not long raised health and environmental concerns. Despite 10 years of scientific research, an environmental and human health risk assessment in 2004 concluded that there is no significant risk associated with the application of LECABDEI. However, there are scientific studies showing that ecablep may harm the environment. DECABDE can enter the environment through different channels, such as through the production of eaEE-containing products and through the product's own emissions Toxic (PT) substances and highly persistent, bioaccumulative (vPvB) substances. Then in December 2012, DECABDE was included in the list of candidate substances for the F with ACH regulation. ECH recommends that enable- be included in the List of Authorized Substances of the Digital Alliance (Annex XIV of the REACH Regulation).
During the proposal process, Norway had proposed that ECABOE be included in the Stockholm Agreement on Persistent Organic Pollutants. The European Commission decided to align the disposal of DECABDE in EU law with the requirements of the Agreement. Due to the limitation, the European Commission requested ECHA not to include DECABDE in the list of ACH Annex IV, but to maintain a "restriction proposal" for R with ACH Annex V.
